Bethany K. Petrofsky

Bethany K. Petrofsky is an accomplished contracting professional with over 21 years of experience in pre-award and post-award contracting functions for major systems, services, and IT requirements. This includes developing sound acquisition strategies, analyzing proposals, conducting negotiations, awarding and administering contracts, and closing out contractual instruments.

In her new role as a White House Leadership Development Program Fellow, Ms. Petrofsky will support the Council on Environmental Quality’s Office of the Federal Chief Sustainability Officer, where she will work on initiatives that will embed sustainability into federal acquisition policies, procedures, and requirements.

Most recently, Ms. Petrofsky served as the Executive Officer to the Senior Procurement Executive (SPE) at NASA where she provided expert advice and solutions to procurement challenges and amplified the vision and perspective of the objectives, policies, and programs championed by the SPE.

Prior to this position, Ms. Petrofsky was the Director of the Office of Acquisition Management at the Federal Railroad Administration (FRA). In this role, she led the development and implementation of compliant and creative acquisition strategies that ensured FRA had the technology, goods, and services necessary to advance rail safety and operations. Passionate about workforce development and acquisition excellence, Ms. Petrofsky also worked for the Department of Defense (DOD), Department of the Interior (DOI), and Department of Homeland Security (DHS) where she trained other procurement professionals, developed acquisition policies, executed internal controls, and awarded and administered some of the largest detention, search and rescue, and weapons system contracts in the country.

In recognition of her efforts, Ms. Petrofsky received the DHS Secretary’s Award for Excellence for her work on the U.S. Coast Guard’s Rescue 21 Program in 2008 and was U.S. Immigration and Customs Enforcement’s (ICE) Outstanding Office of Acquisition Contracting Officer in 2012.

Ms. Petrofsky has a Bachelor of Arts in Economics from Washington and Lee University, a Master of Public Administration (MPA) from The George Washington University and a Master of Science in National Resource Strategy from the Eisenhower School for National Security and Resource Strategy at the National Defense University. In 2020, her work on “Defeating Innovation Theater in Acquisition Reform through Creative Compliance” was a finalist for the Defense Acquisition University Research and Writing Award.

In her spare time, Ms. Petrofsky enjoys playing tennis and practicing yoga.
