Carol Lambert

Carol Lambert is Director of Engagement and Outreach for the Administrative Resource Center, a federal Shared Services Provider at the U.S. Department of the Treasury’s (Treasury) Bureau of the Fiscal Service. In this role, she is responsible for advancing adoption of shared services by promoting industry awareness, conducting outreach to federal agencies, overseeing account and relationship management, and supporting the customer experience.

As a White House Leadership Development Program (WHLDP) Fellow, Ms. Lambert will work in the Executive Office of the President. More specifically, she will serve as Digital Experience Analyst in the Office of the Federal Chief Information Officer.

Ms. Lambert came into the federal government during the financial crisis in 2008. Treasury created the Making Home Affordable (MHA) Program to stabilize the housing market and prevent foreclosures. As Director of Marketing and Outreach, she helped lead cross-agency collaborations and public-private partnerships advance the program and resolve homeowners’ mortgage problems. Nearly three million MHA assistance actions were executed, making a positive impact on families and communities nationwide.

That unforgettable experience—being part of a mission that touched millions of lives and improved the nation’s financial health—ignited Ms. Lambert’s commitment to federal service. That, along with her commitment to integrity, creativity, and excellence, are values she applied throughout her career.

Ms. Lambert’s leadership approach blends strategic, coaching, and democratic styles. She encourages problem-solving and innovation and remains open to new ways to achieve. She believes the best performance incorporates diversity of ideas from across the team. Everyone’s contribution is uniquely important.

As a WHLDP Fellow, Ms. Lambert hopes to gain a broad federal perspective while addressing priority and mission-critical challenges. She is especially excited about the fellowship program’s intentional focus on intellectual and professional growth. Just as her home agency is investing in her by supporting this opportunity, Ms. Lambert is committed to taking full advantage of program resources and experiences designed to elevate her executive leadership capabilities. She endeavors to emerge anew, transformed, and ready for the next challenge as a leader in government.
